How does Illinois Medicaid cover addiction treatment?
Illinois Medicaid covers substance use disorder treatment for eligible members, including outpatient and intensive outpatient care, residential treatment, detox and medication for opioid use disorder. Most members get their benefits through a managed care plan in the HealthChoice Illinois program.
Illinois expanded Medicaid under the Affordable Care Act, so many low-income adults qualify. People without insurance may be able to get state-funded treatment at licensed providers that receive public funding. See Illinois programs that accept Medicaid and state-funded options in Illinois.

Who licenses rehabs in Illinois?
The Illinois Department of Human Services (IDHS), through its Division of Substance Use Prevention and Recovery, licenses substance use disorder treatment and intervention services under the state's Substance Use Disorder Act and its rules (77 Ill. Adm. Code Part 2060, often called "2060 licensing").
Before you commit, ask the program for its IDHS license and confirm it covers the level of care you need. Accreditation from The Joint Commission or CARF is a good added sign. Our guide on how to choose a rehab explains other quality checks and red flags.
What is the Illinois Helpline for Opioids and Other Substances?
The Illinois Helpline for Opioids and Other Substances is a free, confidential line that connects people to treatment and recovery support. Call 833-2FINDHELP any time, day or night. It's run with IDHS and serves people with substance use concerns and their families.
What should you ask an Illinois program before you enroll?
Before you agree to admission, ask:
- Is the program licensed by IDHS, and does that cover the services I need?
- Are you accredited by The Joint Commission or CARF?
- Do you accept my Medicaid plan or private insurance, and can you put my costs in writing?
- Do you offer or coordinate medication for opioid or alcohol use disorder?
- Can you treat co-occurring mental health conditions?
- How will you help me find outpatient care near home after discharge?
If you're worried about withdrawal, ask how the program handles medical detox. Withdrawal from alcohol and benzodiazepines can be life-threatening and should be medically supervised.
