Military life brings unique stress, from deployments and moves to injuries and trauma. If you or someone you love is struggling with alcohol or drugs, military coverage can help. Here's how TRICARE and VA care work and how to find a program that accepts them.
What does TRICARE cover for addiction treatment?
TRICARE is the health program for uniformed service members, retirees and their families. It covers substance use disorder treatment across the levels of care, as long as care is medically necessary and from a TRICARE-authorized provider.
| Level of care | TRICARE coverage (general) |
|---|---|
| Medically supervised detox | Covered; inpatient detox needs authorization unless it's an emergency |
| Residential treatment | Covered with prior authorization |
| Partial hospitalization (PHP) | Covered; authorization often required |
| Intensive outpatient (IOP) | Covered |
| Outpatient counseling | Covered |
| Opioid treatment programs and MAT | Covered, including FDA-approved medications |
Medical necessity is often judged with the ASAM Criteria, guidelines from the American Society of Addiction Medicine that help match people to the right level of care.
Withdrawal from alcohol or benzodiazepines can be life-threatening. Never stop suddenly without medical guidance.

How do TRICARE plans and regions affect your care?
Your costs and referral rules depend on your TRICARE plan:
- TRICARE Prime: You have a primary care manager (PCM), and you usually need a referral for specialty care. Active-duty service members are enrolled in Prime-type plans and should start with their PCM or military treatment facility.
- TRICARE Select: You can see any TRICARE-authorized provider without a referral, though costs are lower in network.
- TRICARE For Life: For people with both Medicare and TRICARE. Medicare generally pays first, and TRICARE may pay what's left for covered services. See our page on Medicare coverage.
In the U.S., TRICARE is managed by regional contractors. Humana Military runs the East Region, and TriWest Healthcare Alliance runs the West Region. Your regional contractor handles authorizations and provider networks.
How does VA care work for veterans?
Veterans enrolled in VA health care can get substance use treatment through the Department of Veterans Affairs. VA services may include:
- Screening and assessment
- Medically managed withdrawal
- Outpatient and intensive outpatient counseling
- Residential rehabilitation programs
- Medications for opioid and alcohol use disorder
- Care for co-occurring conditions like PTSD and depression, often called dual diagnosis treatment
Eligibility depends on your service history, discharge status, income and other factors. Some veterans pay copays based on their eligibility group. You can apply online, by phone, by mail or at a VA medical center.
When the VA can't provide timely care close to home, eligible veterans may be approved for VA community care. That means a non-VA program treats you and the VA pays, as long as you get VA approval first.
Veterans in crisis can call 988 and press 1 to reach the Veterans Crisis Line.
Can you use both TRICARE and VA?
Some military retirees qualify for both TRICARE and VA health care. You can usually choose which one to use for a given service, and the programs have rules about how they coordinate payment. Ask each program how this works for you before you start treatment.
What should military families know?
Substance use affects the whole family, and TRICARE covers spouses and children too. Family members don't go through a command, and they can usually start with their primary care manager or, on TRICARE Select, an authorized provider directly. Teens may benefit from programs built for their age group. See treatment for teens.
Family therapy is often part of good addiction treatment. Ask programs whether they offer family sessions, including by video, which can help when a service member is deployed or stationed far away. If you're worried about a loved one, our guide on how to help a loved one offers practical steps.
How do you find rehab programs that accept military insurance?
- Confirm your coverage. TRICARE plan type, VA enrollment, or both.
- Get a referral or authorization if needed. Prime enrollees should talk with their PCM. VA patients should talk with their VA care team about community care.
- Look for TRICARE-authorized or VA-approved providers. Not every rehab accepts military insurance.
- Consider veteran-focused programs. Some programs specialize in treatment for veterans, with staff trained in military culture, trauma and PTSD.
- Search by state. Try pages like Texas programs for veterans or Florida programs that accept military insurance.
The bottom line
TRICARE and VA health care both cover addiction treatment, but authorizations and approved providers matter. Start with your PCM, VA care team or regional contractor, then choose a program that accepts your coverage.
